We invest to make impact
You start a company to build something that matters, but very quickly your time shifts away from building toward fundraising. Startups spend 45 minutes of every hour on fundraising, so it’s 75% of their time.
We’ve seen this happening again and again at HighTechXL. Strong teams with impactful, unique technology and clear market opportunities, lose speed, because funding arrives too late.
As HighTechXL we are working with early-stage deep tech founders, we help teams validate markets, develop their technology, and build companies from the ground up. Still, one issue kept returning.
Founders cannot move fast enough without early capital, since raising that capital takes most of their time.
That’s why, instead of working around the problem, we built a way to solve it: our PreSeedXL Fund.

What this means when you start?
The PreSeedXL Fund brings together €6 million from private investors and ecosystem partners, along with €5 million through the Dutch Government (RVO).
This gives us €11 million dedicated to early-stage investment.
More importantly, it allows us to invest at the moment founders actually need it, instead of asking them to wait until traction appears on paper.
We work with clear milestones that reflect real progress: Startups begin with €25K, followed by €50K and €100K as they move forward, with an additional €125K available after the venture completed the program when you can justify it with a strong business case.
The Netherlands has a strong foundation in deep tech, with talent, research, and innovation already in place. What has been missing is early, structured funding that allows ideas to develop into companies without unnecessary delay.
This fund fills that gap. We invest to make impact.
